2024Phase 22 - Water Line ExtensionsFor many years, industrial sludge was applied to agricultural fields as fertilizer throughout Darlington County, South Carolina and the surrounding areas. The homes in the County’s rural areas rely on private wells for drinking water. In July 2018, many of the private wells sampled for PFAS had high PFAS levels. Filtration was installed on the wells to reduce PFAS levels as a short-term solution while the County looked for a permanent and cost-effective solution. Using a $4 million DWSRF Infrastructure Investment and Job Act (IIJA) Emerging Contaminants loan with 100 percent principal forgiveness, the Darlington County Water Authority constructed approximately 21 miles of water main and service lines for 59 residences, connecting them to the public water utility. The 110 affected residents now have access to drinking water treated to remove PFAS. 2023Drinking Water Filtration System ProjectThe Drinking Water Filtration System project provided a micron filtration system to remove bacterial contamination from seven groundwater wells. Additionally, the project included the installation of new booster pumps to deliver adequate pressure to the new water filter system. This included water line replacement, a new storage tank, and the construction of a storage building and control room for the system. 2023Lead Service Line InventoryThe Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions requires water systems to conduct a lead service line inventory. The Town of Hillsville, a community of 2,884 people identified as disadvantaged by the Virginia Department of Health under the Safe Drinking Water Act, is located in the rural Appalachian region of southwest Virginia. It needed a cost-effective solution to conduct a lead service line inventory. The town secured a $250,000 DWSRF Infrastructure Investment and Jobs Act (IIJA) Lead Service Line Replacement loan with 100 percent principal forgiveness to conduct their inventory to meet the required deadline of October 2024. The Town used a Geographic Information System (GIS) smartphone application to geolocate service line locations, document service line material, and populate a GIS database. Customers used the GIS application on their smartphones to submit photos and information about their privately owned service lines. 2023PFAS Line ExtensionResidents along Old Bethlehem Pike and Tabor Road in Perkasie, Pennsylvania were dealing with long term PFOA and PFOS contamination in their private drinking water wells due to firefighting efforts from a nearby airbase in 1986. Fire suppression foam used by the airbase had leached into the Perkasie water table, affecting 53 homes. Wells at 12 of the houses exceeded 70 parts per trillion (ppt) of PFOA and PFOS, while wells at 41 homes had detectable levels of the PFAS contaminants. The Pennsylvania Department of Environmental Protection provided the affected homes with temporary filtration systems to reduce levels of PFOA and PFOS. To provide a long-term solution, the Perkasie Regional Authority received a $3.68 million DWSRF Infrastructure Investment and Jobs Act (IIJA) Emerging Contaminants loan with 100 percent principal forgiveness to install 6,450 linear feet of 8-inch water main, and 11 fire hydrants. The project also connected the 53 affected homes and four vacant lots to the Perkasie Regional Authority. 2023Pineville Water Improvements ProjectsThe City of Pineville has historically struggled with its Mountain Ridge Well, which was shut down in 2015 due to radionuclide contamination exceeding EPA’s maximum contaminant levels (MCLs). With the well out of service, the city relied on a booster pump station to maintain water pressure throughout the system. The City of Pineville secured a $2.38 million DWSRF loan, including a $1.78 million grant, and contributed $182,283 in local funds to add treatment technology to remove radionuclides from the well. The project also included building a new 200,000-gallon water tower and replacing 2,500 feet of water main to add storage, improve water distribution, and boost pressure. These improvements removed the need for the booster pump station and resolved low pressure problems in the area. 2023River Road Water Main ExtensionPrivate wells of residents and businesses in the River Road area of Bedford Charter Township, Michigan had elevated levels of PFAS due to groundwater contamination. The Bedford Charter Township partnered with the City of Battle Creek and secured a $4.34 million DWSRF Infrastructure Investment and Jobs Act (IIJA) Emerging Contaminants loan with 100 percent principal forgiveness. The project extended the Battle Creek water distribution system by constructing approximately 8,000 linear feet of an 8-inch diameter water main to serve the residents with contaminated private wells, bringing them a clean source of drinking water. 2023Route 36 Water Line ReplacementThe 25-year-old iron water line along Maryland Route 36 in Allegany County, Maryland was severely corroded due to the chemical composition of the soil, making it prone to leaks and potential failure. The water line serves 50 local customers and provides emergency connection to the Town of Lonaconing, which struggled with its own water supply issues. Allegany County secured a $275,000 DWSRF loan with $137,500 in principal forgiveness to replace the old pipe with durable PVC pipe. The new PVC pipe reduced water loss, improved system reliability, and ensured consistent access to potable drinking water for the 50 local customers, in addition to replacing an emergency connection to the Town of Lonaconing. Under the Safe Drinking Water Act, the Maryland Water Infrastructure Financing Administration defines both Allegany County and Lonaconing to be disadvantaged communities. Without an emergency water connection, over 1,000 residents in Lonaconing risked losing access to clean drinking water and fire protection. 2023Drinking Water System ImprovementsThe Town of Richmond is a rural community of 330 people located in west central Indiana. Since 1962, the Town operated two wells which treated the water with direct injection of chlorine gas and phosphates. The town faced high iron and manganese in the raw water, which resulted in secondary, or aesthetic, water quality concerns, due to lack of water filtration and oxidation treatment. Customers complained of discoloration, foul tastes, and laundry staining. Additionally, parts of the town’s distribution system were decades old, undersized, and needed replacement. This project was co-funded by a $1.28 million DWSRF Infrastructure Investment and Jobs Act (IIJA) Emerging Contaminants loan with $1.1 million in principal forgiveness and a $700,000 Indiana Office of Community Affairs grant. These affordable loans enabled the Town of Richmond, a community identified by the Indiana Finance Authority under the Safe Drinking Water Act as small and disadvantaged, to address the manganese contamination. 2023Tacna Water Storage TankThe Yuma County Improvement District serves 345 people in the Colonia of Tacna, a rural community located in Yuma County, Arizona. The Water Infrastructure Finance Authority of Arizona identified the community as disadvantaged under the Safe Drinking Water Act. The water system was outdated and unable to maintain compliance with current operational standards or EPA’s maximum contaminant level (MCL) for arsenic. In 2012, the Arizona Department ofEnvironmental Quality issued an Administrative Order to the Tacna water system; the Arizona DEQ deemed its water non-drinkable because samples consistently exceeded EPA’s MCL for arsenic. To address the arsenic contamination, Tacna Water needed a new water treatment and distribution system, including the replacement of a water storage tank, which was rusted, leaking, and corroded. The Yuma County Improvement District received a $250,000 DWSRF loan with 100 percent principal forgiveness to install a new 150,000-gallon storage tank. The new storage tank will improve water pressure, reliability and quality for the residents of Tacna. 2022Cool Valley Reservoir Cover/Liner ReplacementThe Cool Valley Reservoir (the Reservoir) was constructed in 1975, and the Hypalon floating cover was installed in 1992. Due to wear and tear, the Reservoir’s concrete liner was showing signs of movement and cracking at the expansion joints, as well as leakage through the underdrain system. The concrete liner also served as a medium for bacterial growth, increasing chlorine demand, along with chemical and operational costs. Furthermore, the Reservoir’s floating cover had reached the end of its service life, and tears in the cover could no longer be repaired. Due to health and safety concerns, the Reservoir sat idle. The Valley Center Municipal Water District (the District) understood the urgency of constructing a replacement liner and floating cover, as the Reservoir constituted more than 40 percent of the total finished water storage capacity. This project included designing and installing a geomembrane liner with a geotextile underlayment and replacing the Hypalon floating cover with a new chlorosulfonated polyethylene (CSPE) floating cover. The new liner will prevent leakage from the Reservoir and reduce bacteria by creating a barrier between the finished drinking water and the concrete liner. This will reduce chemical and energy use to maintain chlorine residuals. 2022Johnson Creek - Duck Lake ConsolidationJohnson Creek Water Users Association’s wells contained concerning levels of arsenic, nitrate, uranium, pesticides, volatile organic chemicals, and total dissolved solids. In addition to contaminant concern, the Association had trouble with supply. During the summer when demand was highest, the wells were unreliable and unable to provide water supply at a rate necessary for the population. As an economically disadvantaged community, Johnson Creek Water Users Association faced financial limitations to address these problems. The Duck Lake Water Association incorporated the Johnson Creek Water Users Association customers using multiple funding sources. They secured a $25,000 DWSRF principal forgiveness loan and $1.22 million in additional grant funding from the EPA Water Infrastructure Improvements for the Nation Small, Underserved, and Disadvantaged Communities Grant; the EPA Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) grant program; and the Washington Department of Health DWSRF Consolidation Feasibility Study Grant, which promotes consolidation of small water systems to nearby systems with greater technical, managerial, and financial capacity. 2022Giles Hollow Community Waterline Extension Phase IFor years, residents of 35 homes in Ewing, Virginia, had been requesting access to public water due to the poor water quality of their existing wells, springs, and cisterns. Using multiple funding sources, the Lee County Public Service Authority extended the Giles Hollow Community Waterline and connected these homes to the public drinking water system. Before connection to the Lee County water system, the 35 homes in Ewing experienced issues from fecal coliform contamination and drought. This project included the installation of thousands of linear feet of water mains, associated valves, and appurtenances. The water main extension project used $510,000 of DWSRF funding, which included a $160,000 loan at 2.5% interest for 30 years, and a $343,000 principal forgiveness loan. 2022Youngsville Borough Lead Service Line RemovalThe Youngsville Borough water system used a $440,000 DWSRF loan, with $122,200 in principal forgiveness, to remove 65 lead goosenecks from their public water supply, providing safer drinking water to the 800 community members. Goosenecks are short sections of piping that can be bent and used for connections between rigid service piping. Despite their short length, lead goosenecks can increase the lead in drinking water and cause public health concerns, as there is no safe level of lead. 2022Water Plant ImprovementsThe Ellinger Sewer and Water Supply Corporation serves the unincorporated community of Ellinger, a rural area in Fayette County, Texas with a population of 203. For years, the Ellinger Sewer and Water Supply Corporation struggled with high arsenic levels in its water. The water system faced challenges with financing the necessary infrastructure improvements without increasing water rates, which would have been burdensome for many of the residents living in a low-income community. In 2017, EPA issued an Administrative Order on the Ellinger Sewer and Water Supply Corporation to bring its water system into compliance with the arsenic maximum contaminant level (MCL) of 10 parts per billion. As a result, Ellinger Sewer and Water Supply Corporation secured a $863,000 loan from the United States Department of Agriculture (USDA) to drill a new well for an alternate water supply source. After multiple attempts, the Corporation was unable to find a local groundwater source with arsenic levels low enough to meet drinking water standards. The Corporation then applied for $1.4 million of additional funding through DWSRF with approximately 45 percent principal forgiveness under the state of Texas’s Urgent Need-Securing Safe Water Initiative. This allowed them to install an arsenic treatment system and replace a standpipe with a new 50,000-gallon ground storage tank to ensure a reliable water supply. The Ellinger Sewer and Water Supply Corporation addressed multiple challenges under one project by leveraging co-funding from USDA and DWSRF to assist a very small water system in addressing high arsenic levels in its source water by installing treatment, in addition to providing water storage and replacing existing infrastructure. 2022Bloomfield Lead Service Replacement PhasesIn 2019, lead levels in 11 of 69 drinking water samples in Bloomfield Township, New Jersey, exceeded EPA’s lead action level of 15 parts per billion. In response, the Township secured a $3.31 million DWSRF loan with $2.55 million in principal forgiveness to identify and replace lead service lines. As of May 2024, the Township has replaced 798 lead service lines. Following the lead action level exceedance and additional testing, the Bloomfield Mayor and Town Council hosted a public forum on lead exposure prevention. During the forum, town government officials provided residents with information on reducing health risks from lead exposure in drinking water while Bloomfield Department of Health representatives were available to answer questions. Additionally, the Township continues to offer free blood lead level testing to any residents who are still concerned about lead in their drinking water. The Township website hosts lead-related information, including presentations, the annual Consumer Confidence Report, and general guidance on reducing potential risks from lead in drinking water, for residents to access at any time. A crucial part of the Township’s community engagement efforts is its outreach to public schools, as children are particularly vulnerable to the harmful effects of exposure to lead in drinking water. Every May, Bloomfield High School students are invited to visit the Township’s Engineering Department, where they learn about the water system and participate in discussions on lead in drinking water. 2022Jefferson City Clearwell ReplacementThe original clearwell storage tank at the Jefferson City water facility, which serves 27,000 residents, was built in 1888 and had issues with leaking. Missouri American Water used $11.2 million in DWSRF funding to finance the project. Additionally, Missouri American Water selected the “Design-Build” method for project construction, which saved the water system money and allowed the project to be completed in less than two years. 2022City-Wide Lead Service Line ReplacementsIn 2021, Benton Harbor declared a public health emergency due to lead detections in their drinking water. The system was in violation of the Lead and Copper Rule and endangered the health of Benton Harbor’s 9,000 residents. The City of Benton Harbor has many low-income communities and was unable to afford major infrastructure improvements. However, by using a $3 million DWSRF principal forgiveness loan, they were able to work alongside consultants to replace lead service lines throughout the city and return the water system to compliance in a way that was cost effective for the community. The city completed the project five months ahead of schedule by using funding from multiple sources, including an EPA Water Infrastructure Improvements for the Nation (WIIN) grant and a State of Michigan Special Grant. The city promoted public engagement throughout the community for this project. The city established centers to distribute free bottled water, educated the community on the importance of the project, and informed the residents how the project was protecting their public health. 2022Lewes Donovan Smith Manufactured Home ParkThe Donovan Smith Manufactured Home Park’s water system in Lewes, Delaware, faced problems with aging infrastructure, poor water quality, and unreliable service. The City of Lewes Board of Public Works secured a $2.87 million DWSRF loan and a $2.74 million CWSRF loan, both with 100 percent principal forgiveness, to install approximately 1,000 feet of 12- inch water main to connect the manufactured home park to an existing internal distribution system within the Savannah Place Development. The project also installed 4,500 feet of 6-inch water main within the manufactured home park, along with new water meters, service lines, valves, and fire hydrants in the residential community of Donovan Smith. By consolidating the water systems, the community, identified as disadvantaged by Delaware Health and Social Services under the Safe Drinking Water Act, now has improved water quality and system capacity, as well as increased fire protection. 2022City Of Harrington Water Main Systems ImprovementsThrough the acquisition of multiple funding streams, The City of Harrington managed to upgrade significant portions of its water system serving both residential and commercial users. The City of Harrington’s original, 50-year-old distribution system used 2- and 4-inch galvanized steel pipes. They had small water mains made of aging galvanized steel that were prone to leaks due to corrosion and pitting. This led to several water main breaks and, ultimately, led to the disruption of water service in a disadvantaged community. To address this problem, the city co-funded a $5.3 million project to upgrade this aging infrastructure using DWSRF and USDA funding. The city received a $4.1 million DWSRF principal forgiveness loan, a $1.1 million USDA loan, and a $100,000 USDA grant. An affordability analysis showed that the cost of the project would significantly affect the 3,500 people served by the water utility. Without principal forgiveness and grant funding, water rates for customers were predicted to rise $715 per year, which is 3.5% of the median household income of the community. These results, in addition to the community being considered disadvantaged, made the city eligible for a DWSRF principal forgiveness loan. The City of Harrington also partnered with the Delaware Rural Water Association, which provided technical assistance for the identification of pipes and coordination between contractors and engineers. This project successfully replaced the old, under-sized pipes with approximately 8,400 linear feet of 8-inch water main, 6,000 linear feet of 10-inch water main, and associated fire hydrants. 2021Regional Surface Water Supply ProjectIn California, the City of Turlock (~71,000 people) and the City of Ceres (~45,000 people), relied solely on groundwater. Both cities were experiencing diminishing water quality and lack of supply reliability, with sampled results from multiple wells showing elevated levels of various contaminants including arsenic, nitrate, uranium, 1,2,3-trichloropropane, and tetrachloroethylene. In partnership, the cities formed a joint power authority – the Stanislaus Regional Water Authority – and constructed a 15 million gallon per day surface water treatment plant along the Tuolumne River. The Stanislaus Regional Water Authority secured a $184 million DWSRF loan from the California State Water Resources Control Board to construct the water treatment plant, a new pump station, a raw water transmission main, and two finished water transmission mains. This partnership was crucial in addressing the challenges faced by both cities, improving water quality, and strengthening long term water supply reliability. 2021Phase Ii Lead Service Line Replacement ProjectFor years, the City of Richmond replaced lead service lines on the public side but was restricted by city code from using ratepayer funds to replace the private side of the lead service lines. Homeowners had the option to pay for the private side replacement out-of-pocket, but many homeowners were unable or chose not to pay for the replacement at that time. With $500,000 in loan principal forgiveness from the DWSRF, Richmond was able to replace private lead service lines at 176 homes during Phase II of this lead service line replacement project. This was a creative solution to Richmond’s prohibition on using ratepayer funds to replace private lead service lines. To remove the lead service lines, Richmond developed a training program to certify licensed plumbers on the entire process of identifying, replacing, and documenting lead service line replacement. These 12 plumbing companies then performed the work under the lead service line replacement program. Additionally, Richmond implemented efficient processes to streamline some of the Federal requirements for DWSRF projects — the American Iron and Steel (AIS) domestic preference requirement and Davis-Bacon prevailing wage rate requirement. For AIS, Richmond created a form for plumbers to complete, certifying that they did not use any iron or steel products during their lead service line replacement projects (or that any iron or steel products used were, domestic or otherwise, covered by a de minimis waiver). Homeowners selected plumbers from a list of City-certified plumbers, helping to streamline the Davis-Bacon wage rate requirement. Richmond’s lead service line replacement program has been extremely successful, with a waitlist of homeowners signed up to remove their private lead service lines. 2021Wells And Water Treatment PlantThe City of Askov was experiencing high levels of total organic carbon (TOC) in their drinking water, leading to disinfectant byproduct violations. To address this issue, the City of Askov drilled into a deeper aquifer, but the new well had high levels of radium. The City determined that installing radium treatment and drilling the new groundwater well was the most cost-effective solution for the high TOC levels. The radium treatment also removes iron and manganese. 2021Frankford Water System Purchase And Delaware Avenue ExtensionThe Town of Frankford struggled to meet drinking water standards and had failing drinking water infrastructure. Frankford was in violation of the SDWA for at least three years and was defaulting on an existing DWSRF loan. To address these issues and consolidate Frankford’s water system, the Artesian Water Company secured a total of $3.2 million in funding, including $2.5 million in DWSRF funding with $1.5 million in principal forgiveness, along with co-funding from the State of Delaware Bond Bill and Clean Water Trust. Additionally, residents on Delaware Avenue, a small neighborhood outside the Frankford town boundary, were offered drinking water service by Artesian Water Company. Delaware Avenue residents had spent 20 years advocating for safe drinking water. Community leaders and champions held several public meetings and collaborated with the Delaware DWSRF, Southeast Rural Community Assistance Project, and the Artesian Water Company to bring reliable, safe drinking water to the ten homes, one church, and one business on Delaware Avenue. To complete this project, the Artesian Water Company installed 8.5 miles of new water mains and 45 fire hydrants, extending service to approximately 1,000 residents of Frankford and Delaware Avenue. The business owner on Delaware Avenue allowed an easement on their property, which allowed the Artesian Water Company to also extend water service to the Countryside Hamlet Manufactured Home Community on the other side of Delaware Avenue. 2021Extension Of Benton County Water Authority To Serve The Rambo RiveriaThe Town of Rambo, Arkansas used DWSRF funding to connect with an existing water system and resolve drinking water quality issues that had been plaguing the community. Previously, the residents of Rambo were served by a 1,700-foot deep well that contained unsafe levels of cyanide. Benton County resolved unsafe levels of cyanide in the Town of Rambo’s drinking water by installing a connection to Benton County Water Authority. Using over $650,000 in DWSRF funding, the Town of Rambo was able to connect to Benton County Water Authority’s existing system. The project consisted of installing 6-inch diameter water mains, which extended service approximately 3,000 feet to an existing well and pump house. 2021Town Of Gum Springs ConsolidationThe Town of Gum Springs and City of Arkadelphia worked together to improve drinking water quality and affordability for customers by consolidating the Gum Springs water system with the existing Arkadelphia water system. Before this project, Gum Springs purchased water from Arkadelphia and experienced 50 percent water loss. 2021Seawall Armor Rock InstallationThe city constructed an armor rock seawall that protects drinking water infrastructure from a rapidly eroding coastline. Situated on Alaska’s Kenai Peninsula, Homer is a coastal city and a tourist destination with a full-time population of approximately 6,000. Recent research found that increased storm surges and intense precipitation events in the area are contributing to rapid shoreline erosion. Notably for the city, the encroachment of erosion has begun to affect the Homer Spit, a sandy tourist destination on Kachemak Bay, consisting of restaurants, shops, fishing charters, and lodging. Without action, predicted further erosion would eventually reach the water main line and disrupt the city’s ability to provide reliable, safe drinking water to the residents and visitors. To combat these existing and future concerns, the city used nearly $600,000 in DWSRF funding to install new armor rock to an existing seawall that will protect against coastal erosion. This new seawall protects not only the city’s drinking water infrastructure, but also the wastewater infrastructure and the land itself. The installation of the armor rock has alleviated community members' previously held anxieties about water supply interruptions and their potential to negatively impact a key industry for the city, tourism. 2020Water Service To The Monterey SubdivisionAfter the Florida Department of Health (DOH) detected PFOS and PFOA in the private wells of 146 residents in the Monterey Subdivision, Martin County worked with City of Stuart leadership to determine a long-term solution. Florida’s Department of Environmental Protection and DWSRF collaborated to provide $470,000 in a DWSRF loan principal forgiveness and a Florida Water Supply Restoration Program grant to disconnect the homes from the contaminated private wells and incorporate them into the City’s drinking water system. 2020Munday Road, Fish Hatchery Road and Enterprise Road Waterline Extension Many residents in the rural Town of Elizabeth, West Virginia were reliant on private wells with limited water quantity and poor water quality as their sole source of potable water. Residents in the area petitioned the Town of Elizabeth to extend water service to their homes. The Town of Elizabeth secured a $3.1 million DWSRF loan along with $329,566 in co-funding from the West Virginia Infrastructure and Jobs Development Council to build a water service line extension. The project installed 11 miles of new service line to 167 households where approximately 405 people live. 2020Mechanic Street Water Main ExtensionThe Village of Slatersville discovered a contamination plume leaking into the groundwater wells of private homeowners. The source of the contamination is suspected to be from a nearby Superfund site. The groundwater wells were contaminated with Perchloroethylene and Trichloroethylene, known respectively as PCE and TCE, and Freon-113. The Rhode Island Department of Environmental Management (RIDEM) provided Slatersville homeowners with in-house treatment systems, but because of cost and maintenance burdens, this was only a short-term solution. Slatersville and RIDEM collaborated with the nearby Town of North Smithfield to find a sustainable long-term solution. North Smithfield received $1.4 million in DWSRF assistance with $850,000 in principal forgiveness for the installation of 4,400 linear feet (LF) of ductile iron water main to extend service into Slatersville and serve the 40 residences that had contaminated drinking water. 2020Wells 2, 3, 7, 8 PFAS and Iron/Manganese TreatmentMerrimack Village District (MVD) water system serves 25,000 people throughout the Town of Merrimack, New Hampshire and is located at the center of a regional groundwater site contaminated by air deposition of PFAS from the emissions of plastics manufacturing facilities. Sampling results from thousands of private wells and over 100 community wells in the region contained PFAS levels exceeding one or more of EPA’s health standards, known as maximum contaminant levels (MCLs), in the final PFAS drinking water rule. MVD identified four community wells that had high concentrations of PFOA and PFOS present. MVD secured co-funding for a $14.5 million project with a $5.34 million DWSRF loan, a $6.26 million NH Drinking Water and Groundwater Trust Fund (DWGTF) loan, and a $1.45 million DWGTF grant. In 2020, MVD refinanced the DWSRF and DWGTF loans with the newly established New Hampshire PFAS Remediation Loan Fund, which provides low interest loans with up to 50 percent principal forgiveness contingent on funds from judgements or settlements received by the state from lawsuits against the manufacturers of PFAS. Refinancing significantly reduced the cost to water ratepayers. An American Rescue Plan Act (ARPA) grant component of $1.5 million was also added in 2021. Following the completion of the project, PFOA and PFOS levels in the affected wells are below EPA’s maximum contaminant levels (MCLs). 2020Nebraska: Supporting Aquisition of Watershed LandThe Nebraska DWSRF made a $1 million loan to the City of Syracuse for a land purchase of 637 acres from a group of private owners. This land will protect the City’s wells (built in the 1950s) from nitrate contamination. The loan was paired with the development of a Drinking Water Management Protection Plan for the City. The plan will develop a groundwater model to delineate the 50-year well head protection area and establish a robust Nebraska Department of Environmental Quality and EPA approved Drinking Water Protection Management Plan that includes all elements of a Well Head Protection Plan. This project identifies water quality issues and opportunities for improving water quality, and it and engages the community in planning and implementation. 2020Water Treatment Plant Disinfection ImprovementsThe Okmulgee Municipal Authority used $700,000 in DWSRF assistance with 100% principal forgiveness and additional funding from the Oklahoma Water Resources Board Funding Assistance Program to address DBP exceedances and violations in their water system. 2020New Franklin Water Line ExtensionAqua Ohio, Inc., received $3.8 million in DWSRF assistance with $1.9 in principal forgiveness to extend regional water services to New Franklin, in southwestern Summit County, Ohio. The project included installing approximately 21,000 linear feet of water main along State Route 93. During the construction process, Aqua Ohio, Inc. also offered water service connections to small, non-community public water systems along State Route 93. The area experienced poor soil drainage, substandard groundwater, and failing septic systems, and many of these small water systems had issues with coliform, manganese, per- and polyfluoroalkyl substances (PFAS), and iron. Several of these small water systems were also in non-compliance with drinking water standards. Thirteen (13) small non-community water systems accepted the water service connections. Ten of the 13 water systems had received notices of non-compliance from the State, and one water system located at a childcare facility had a PFAS detection in its groundwater well. 2020Water System Improvements - Chemical Feed Building And New Storage TankThe Jet Utilities Authority (JUA) struggled to maintain compliance with the Lead and Copper Rule since 2009. However, with the help of multiple financing opportunities, including an $860,000 DWSRF loan with $250,000 in principal forgiveness, the system was able to return to compliance and provide safe, reliable drinking water to the 200 people in this disadvantaged community. With their funding, the JUA constructed a new chemical feed building, a 50,000-gallon elevated storage tank, and rehabilitated an existing storage tank. The corrosion control introduced in this project addresses the lead and copper concerns and ensures improved water quality for the residents of Jet. This project was kept affordable for those in the community by combining both federal and state funding sources. 2020Conservation EasementThe Portland Water Maine’s largest drinking water utility. Its source, Sebago Lake, is a multi-use lake with excellent water quality. The greatest challenge to the long-term protection of lake water quality is potential development pressure in the mostly privately-owned watershed. In response, the District developed a Watershed Land Conservation Program, which provides funding toward forest conservation. In 2019, the District approved the purchase of a $345,000 conservation easement on a 1,417-acre property known as the Tiger Hill Community Forest, which is home to a network of wetlands located within two miles of the drinking water source. Conservation will not only ensure that the wetlands of this forest are protected but will ensure that the land remains forested in perpetuity, protecting both the wetlands and the drinking water source. 2020Ajax-Beulah Water System ConsolidationThis project used an innovative financing program to improve drinking water quality for the 400 residents in the former Ajax-Beulah service area. The raw water from Ajax-Beulah Water Association’s active groundwater wells contained high levels of iron, hydrogen sulfide, manganese, and other organics, which are all source water indicators for high disinfection byproducts (DBPs) in drinking water. The water system struggled to meet requirements for DBPs, particularly total trihalomethanes, and often failed to notify the customers of the exceedances. The Louisiana DWSRF recently created a Consolidation Initiative Program, where well-managed water systems can receive 100 percent loan principal forgiveness (i.e., grant-like dollars) to construct the improvements and extensions needed to absorb failing water systems. Sabine Water District No. 1 was the first project to take advantage of this new program. The Delta Regional Authority, a framework to promote economic development of the lower Mississippi River and Alabama Black Belt regions, granted the Water District additional funds to remove dead end water mains and create looping in the distribution system, protecting against water stagnation issues. 2020Water Treatment Plant Filter ReplacementsAfter testing their drinking water, the City of West Point found that manganese levels were three times higher than EPA’s public health advisory level. To address this issue, West Point replaced water treatment plant filters and upgraded system controls. They also installed variable frequency drives to better control water flow. Following the water treatment plant improvements, manganese levels were brought below the secondary maximum contaminant level. 2020Fruitland Water System Upgrade: Supply Well Treatment PlantThe City of Fruitland’s water treatment plant needed renovation and upgrades to address concerns about their water quality and capacity. Water from the system had high levels of iron and nitrate, and in nearby groundwater, there is trichloroethylene contamination which threatened encroachment and contamination of Fruitland’s water system. The system’s aging infrastructure led to a need for frequent maintenance, and the presence of contaminants required blending water to produce potable water. Using a $2.4 million DWSRF loan with $1.1 million in principal forgiveness, Fruitland built a new well with a standby emergency power system, installed a new filter unit, and rehabilitated existing filter units and controls. The new well provides the city with an additional water source and increases system redundancy, and the new filter unit ensures continuous iron removal. This project also included an initiative to recycle filter backwash, reducing their overall water use. 2020Arrowhead Ranch Drinking Water Uranium TreatmentIn July 2019, first-time monitoring results from the Arrowhead Ranch drinking water found uranium ranging between 165 and 188 ppb, exceeding EPA’s MCL. As a result, a continual Do Not Drink Advisory was issued to all water users on the Arrowhead Ranch water system in August 2019. To address the uranium contamination, the DWSRF program provided $30,000 with 100% principal forgiveness to Arrowhead Ranch for installation of point-of-use (POU) treatment devices for 25 residences. 2019New Regional Water SystemThree disadvantaged communities in Kern County formed a regional water system to serve the needs of about 4,000 people. Previously, the Frazier Park Public Utility District’s water system had aging water mains with wells that either needed to be repaired or replaced. The Lake of the Woods Mutual Water Company had water shortage problems and violations with the nitrate and fluoride maximum contaminant levels (MCLs), and Lake of the Woods Mobile Village had been out of compliance with the nitrate MCL. Furthermore, groundwater levels had dropped in the area due to drought, but accessible groundwater remained on the eastern side of the valley/basin in this area. For this reason, in addition to the size and technical, managerial, and financial capacity of the district, the communities decided to form a regional water system. 2019Richland Lorayne J ConsolidationDue to high nitrate concentrations in Lorayne J’s wells, the City of Richland provided Lorayne J drinking water through an emergency intertie for several years. 2019Water System Improvements, Phase ICustomers in the Central Hampshire PSD’s Green Spring and Springfield systems encountered water service interruption at a higher rate than normal due to the high frequency of line failures in the system. To address this issue, the Central Hampshire PSD utilized approximately $3 million in funding, including $1.3 million in DWSRF assistance with $555,000 in principal forgiveness, to rehabilitate water mains in the Springfield system and upgrade Green Spring’s water treatment plant. 2019Pittsburgh Water And Sewer Authority Lead Service Line ReplacementThe Pittsburgh Water and Sewer Authority (PWSA) had water samples with lead concentrations that exceeded the Lead and Copper Rule’s regulatory action level. PWSA determined that lead laterals and private lead service lines needed to be replaced for the water system to return to compliance, so the Pennsylvania DWSRF provided PWSA with approximately $50 million to replace public and private lead service lines. PWSA completed the original project scope ahead of schedule and used cost savings to complete additional lead service line replacement. Upon project completion, PWSA replaced 4,500 public lead service lines and 3,400 private lead service lines and returned to compliance with the Lead and Copper Rule. The customers served by this project have a low median household income, and customer fee increases were kept low through a partial loan principal forgiveness and extended loan term financing from the Pennsylvania DWSRF. Typically, larger drinking water systems do not qualify for the loan principal forgiveness available from the Pennsylvania DWSRF program, but the State conducted an analysis on the financial and sociodemographic indicators of the specific neighborhoods affected by this lead service line project instead of looking at PWSA’s entire customer base to demonstrate that this project should qualify. 2019Seismic Risk Assessment and Mitigation PlanThe City of Gold Hill, Oregon, used DWSRF assistance to hire a professional engineering firm to complete a Seismic Risk Assessment and Mitigation Plan. The City developed this plan to meet a new state requirement for affected water systems in earthquake zones. This plan included the identification of critical water supply locations and infrastructure, identification of potential seismic geohazards, and a preliminary assessment of facility risk. Additionally, the plan included an evaluation of pipeline fragility, a seismic resilience evaluation report section, and recommendations for Capital Improvement Plan projects and/or operational changes. This project is a best practice example of how DWSRF assistance can be used to evaluate long-term resiliency. The total project assistance provided by the DWSRF was $20,000. 2019Radium Reduction Water TreatmentThe City of Brady struggled with violations for radionuclides and DBPs in their drinking water system. The City received approximately $15 million from DWSRF with $4.7 million in principal forgiveness and $15 million from the Texas Water Development Board Economically Distressed Areas Program. With this funding, the City constructed a new radionuclide reduction treatment plant, water transmission mains, water storage facilities, and improvements to the pre-treatment methods at the surface water treatment plant.
