The District is making improvements to ensure operational resiliency from energy grid unreliability and rising energy costs while protecting affordability for its ratepayers. The District created its first energy inventory to gain understanding of their energy use, as they are expanding operations to meet a booming regional population. The inventory revealed that 73% of the District’s GHG emissions were caused by consumption of electricity from the local grid. The District is re-sourcing its electricity supply to more reliable, onsite energy generation from a 4-acre solar array on a District-owned parcel unusable for treatment due to County setback requirements. The photovoltaic array will offset the District’s annual consumption of over 2,000,000 kilowatt hours of electricity by 125%. The project will eliminate over 954 metric tons of carbon emissions annually and provide over 500,000 kilowatt hours of energy to support the grid. The project transforms underutilized land into an asset, which will offset the District’s annual electricity consumption by 125%. The district will sell the surplus energy to the local utility to generate $180,000 annually in extra revenue to help fund capital projects and offset operational needs. | 2024 | Greeleyville Main Street Sewer Improvements | The Town of Greeleyville received a CWSRF loan with principal forgiveness to complete their Main Street Sewer Improvement Project. This project included installing more than 3,000 linear feet of gravity sewer lines to eliminate the need for 21 onsite septic systems. The runoff from these failing onsite septic systems contributed to contamination of two local watershed sub-basins both listed in the 2018 SC 303(d) List of Impaired Waters. Additionally, the Town of Greeleyville was ranked third in the State on the SCDHEC Priority List of Environmentally Distressed Communities for Sewer Needs as of April 2015 and was listed as an ’Imminent Health Hazard’ per the SCDHEC Declaration of Imminent Health Hazard Memorandum dated April 2008 due to chronic failure of onsite septic systems. After completion of the Greeleyville Main Street Sewer Project, the failing septic systems were taken offline and over 1 million gallons of water annually will now be sent to Greeleyville Wastewater Treatment Facility. Due to the improvement of runoff water quality, all residents and natural resources downstream and adjacent to the project area will indirectly benefit from this project. | 2024 | Chemung County Wastewater Treatment Plant Consolidation | The Chemung County Sewer District (CCSD) operates two wastewater treatment plants (WWTPs), the Milton Street WWTP and the Lake Street WWTP, that discharge within the Chesapeake Bay Watershed. In 2014, effluent nitrogen and phosphorus limits associated with the Chesapeake Bay Total Maximum Daily Load were added to the discharge permits for both WWTPs. Additionally, the Lake Street WWTP was operating above its capacity and experienced sanitary sewer overflows (SSOs). With substantial repairs and upgrades required at both WWTPs, the CCSD decided to consolidate the two facilities into one expanded WWTP at the Milton Street location. The Lake Street WWTP will be demolished and replaced with a pump station that will send flows directly to the Milton Street WWTP for treatment. The Milton Street facility’s capacity will increase from 12.2 to 28.2 million gallons per day and be upgraded with a new headworks facility, disinfection system, and moving bed biological reactor biological process to increase nutrient removal. The CCSD utilized innovative financing to maximize grant and low-interest loan options. Initial planning of the project was funded with a $50,000 grant from New York State’s Engineering Planning Grant program. Beyond planning, the funding package includes $25 million in an Infrastructure Investment and Jobs Act (IIJA) grant, $1 million in an EPA Community Grant, $150,000 in an Appalachian Regional Commission grant, and $45 million in grants from New York State water quality programs. Additional CWSRF financing includes $25 million in interest-free and $150 million in subsidized financing that was 50% of the market rate. The two sewer districts being consolidated serve the City of Elmira and six towns and two villages surrounding the city. The new consolidated plant will be permitted to discharge 584,000 pounds per year (lbs/yr) of total nitrogen, which is 18,300 pounds less per year than before the consolidation. Combining two WWTPs into one modern WWTP will reduce operation and maintenance costs, save energy, and eliminate a discharge point to New York State waterways. | 2024 | Republic Wastewater Treatment Facility Expansion Project | Located in a rural area of southwest Missouri, the City of Republic is experiencing rapid population growth due to an influx of new businesses. This population growth has strained the City’s collection system and contributed to multiple effluent violations of its National Pollution Discharge Elimination System (NPDES) permit. To meet an enforcement deadline, the City developed a Capital Improvement Plan for treatment facility upgrades. The upgrades needed to both increase capacity and enhance treatment to account for future projected growth in the community. The upgrades also had to allow for additional treatment if needed, as the Stockton Lake Watershed (the watershed that the facility discharges to) is being reviewed for potential impairment. The City worked with the Missouri Department of Natural Resources to secure funding for the upgrades. It obtained a $50 million CWSRF loan while interest rates were low and chose a Progressive Design-Build construction delivery approach to meet the project timeline goal. The remaining costs were covered by a State Infrastructure Program grant for $25 million and a variety of additional funding sources. The upgrades will increase the current facility’s design flow from 3.2 to 5.0 million gallons per day, install components that allow for advanced biological nutrient removal, and enhance supervisory control. | 2024 | Marquette County Solid Waste Management Authority | The Marquette County Landfill receives non-hazardous waste from all municipalities within the county. As part of the landfill operation process, the landfill maintains and operates a leachate treatment system. This system has experienced water quality issues related to chlorides, mercury, perfluorooctane sulfonic acid (PFOS), per- and polyfluoroalkyl (PFAS), and other emerging contaminants. To address these issues, the MCSWMA is installing a leachate treatment system utilizing reverse osmosis (RO) with stormwater blending and on-site disposal via spray application. The RO treatment system is expected to remove more than 99.9% of PFAS and other contaminants, from the landfill leachate. As a result, this will improve water quality in the Carp River, a nearby trout fishing and recreational waterway that drains into Lake Superior. The RO system filters out contaminants more effectively and utilizes less equipment and operational needs than other treatment systems. The project will also allow the landfill to reduce overall leachate volume, which will lead to future removal of treatment lagoons and enable the landfill to fully utilize waste cells. Depending on treatment capacity, MCSWMA will consider becoming a regional PFAS treatment center, which would reduce the environmental impacts associated with transporting PFAS impacted liquid waste. | 2024 | Spider Creek Sanitary Sewer Overflow Storage Project | The City of Bedford experienced sanitary sewer overflows (SSOs) in Spider Creek due to the inability of the system to accommodate high flows. The Spider Creek SSO point is a major contributor to overflow events and releases sewage when the existing Spider Creek pump station cannot sustain wet weather flows. Bedford has an Agreed Order with the Indiana Department of Environmental Management to address discharges from the wastewater collection system. Through a $8,340,000 CWSRF loan, this project will replace the undersized and aging Spider Creek lift station, eliminate SSOs to the 10-year 1-hour storm for SSO at one of the lift stations along Spider Creek, and reduce SSOs at several locations within the Westside sewer system. Addressing the SSOs along Spider Creek will reduce contaminants in the creek and improve water quality, benefitting the residents of Bedford. This project would have significantly burdened residents of Bedford due to the cost. Multiple sources of loans and grant funds were secured to keep customer user rates at an achievable level for the community. By using SRF versus open market, it is estimated that Bedford saved approximately $1,379,389 in interest over the term of the loan.

| 2023 | Pointe Coupee Parish Sewer District 1 Consolidation | Pointe Coupee Parish Sewer Board, located in New Roads, Louisiana, operated two aging wastewater treatment plants that were failing to meet discharge limits and posed a risk to both the environment and public health. To address these issues, the Pointe Coupee Parish Sewer Board proposed to decommission the two facilities and replace them each with a new pump station and install a force main network to convey wastewater to an existing system in another district. This project also eliminates the problem of infiltration and inflow (I/I) into the system, which will reduce the loading on the system from other water sources. To ensure adequate outreach, the Pointe Coupee Parish Sewerage District Consolidation Project engaged the community through a public hearing, worked with community leaders, and attended community events. These proactive engagements ensured the community had a voice in shaping the project’s direction and outcomes, fostering a sense of ownership and support among community members. Supported by a $1.3 million CWSRF loan, the $4.2 million project not only improves water quality and protects public health but also supports economic development in the parish through the creation of jobs associated with the new construction.

| 2023 | Berkeley Plantation Living Shoreline | The Virginia Department of Environmental Quality’s (DEQ) Clean Water Financial Assistance Program utilized the state’s Agricultural Best Management Program to provide bridge funding for project construction of the Berkeley Plantation Living Shoreline in Charles City, Virginia. A series of loans were provided to the landowner in phases to fit into program guidelines and the credit criteria of the program. After project completion, the principal of the loans was repaid through a combination of grant funds from the James River Association and agricultural cost share from the Virginia Agricultural Cost Share Program. The project at Berkeley Plantation on the tidal James River includes the construction of 1,500 linear feet of living shoreline. A living shoreline is a protected, stabilized coastal edge made of natural materials such as plants, sand, or rock. The ecological benefits of living shorelines include improved water quality, increased resilience to erosion, and contributions to carbon sequestration and nutrient cycling, as well as habitat enhancement for wildlife. The project also included the creation of 39,830 square feet of low marsh, 22,300 square feet of upland buffer and the incorporation of 16,570 native plants, such as salt meadow hay, big cordgrass, three-square, broadleaf arrowhead, and pickerelweed, to enhance habitat and stabilize the shoreline. This closely coordinated partnership of the Virginia DEQ with the James River Association, the Colonial Soil and Water Conservation District, the Virginia Department of Conservation and Recreation is an exemplary instance of intergovernmental cooperation and how public funds can operate in conjunction with funding from the nonprofit sector to drive positive ecological and environmental outcomes. | 2023 | Carlisle/Union Regional Sewer Extension | For decades, the Town of Carlisle was dependent on a textile plant for their wastewater treatment. When the mill facility closed in 2020 and the associated wastewater treatment plant (WWTP) closed in 2023, the Town sought assistance from regional utilities, as well as multiple funding sources, to address its wastewater treatment needs. The City of Union, on behalf of Carlisle, sought the services of an engineering firm to evaluate alternatives for the treatment of the Town’s wastewater. Ultimately, pumping Carlisle’s wastewater to the City of Union WWTP, while a greater initial capital cost, was determined to be the most economical solution for the residents of the Town and the City of Union. With the assistance of a coalition of partners including Union County, the City of Union, South Carolina Department of Commerce, South Carolina Rural Infrastructure Authority, and a $1 million CWSRF loan, Carlisle’s wastewater is now being pumped to the City of Union WWTP, regionalizing the systems. The City of Union and the Town of Carlisle have implemented the project to adapt to climate change by constructing two modern pump stations, upgrading an existing one, and installing 60,000 linear feet of force main, thereby reducing energy costs and increasing community climate resiliency. | 2023 | Meadville Area Sewer Authority - Wastewater Treatment Plant Upgrades | The Meadville Area Sewer Authority received a $26 million loan from PENNVEST to make important wastewater treatment plant upgrades to their aging systems. The Meadville Area Sewer Authority replaced and upgraded their influent raw wastewater pumps, sequencing batch reactor (SBR) system, and UV system in an effort to proactively improve their aging wastewater treatment plant. The project will also include the installation of incoming power monitoring and a new standby emergency power source in addition to replacement of the existing roof system. These improvements will increase reliability at the treatment plant and reduce maintenance costs. It is estimated that the potential energy savings that will be realized through the increased efficiency of the SBR and UV systems will be approximately $170,000 annually. | 2023 | Marquette Wastewater Treatment Plant Solids Handling Improvements | The City of Marquette struggled with the management of residual solids from its wastewater treatment plant (WWTP). The City’s plant also struggled to comply with dissolved oxygen levels in its effluent when Lake Superior has high water levels. In response to these challenges, the City of Marquette is constructing a new dewatering facility that will thicken and dewater residual solids. Anaerobic digestion will produce biogas to help power and heat the WWTP. The City’s goal is to process 100,000 gallons of sewage monthly, which would result in an estimated 34% increase in biogas production and energy, offsetting the facility’s reliance on natural gas. The WWTP will also transition from primarily liquid to dewatered biosolids. Liquid biosolids disposal volume is estimated to be reduced by 700,000-gallons per year, or approximately 120 6,000-gallon trucks. The upgraded plant will also feature an energy efficient fine bubble diffuser, which will increase dissolved oxygen concentrations in the plant’s effluent and help to protect the water quality and freshwater ecosystem of Lake Superior. | 2023 | Urban Stormwater Retrofit Public Private Partnership (P3) | Prince George’s County needed a large-scale solution for managing its urban stormwater runoff to comply with its Municipal Separate Storm Sewer System (MS4) permit and reduce its overall pollutant load to the Chesapeake Bay. As a solution, the County hired a private contractor to form an Urban Stormwater Retrofit Public Private-Partnership to implement stormwater best management practices (BMPs) across the county. This Clean Water Partnership, initiated in 2015, is currently in Phase 2 of its planned 3-phase project. From the outset, the Partnership prioritized community involvement by setting goals for both public engagement and for building a local economy. It conducted outreach with various community groups and created local jobs by specifically contracting with local businesses for supplies and requiring that a percentage of the project’s workers to be county residents. To grow a locally based work force, the Partnership developed a professional training program in nature-based infrastructure and related fields. As part of the financing for such a large, multi-phased endeavor, the County relied on public and private funds, including stormwater fees as well as low-interest rate loans from the CWSRF, borrowing $48,000,000 in 2019 (Phase 1) and $65,000,000 in 2023 (Phase 2). To date, the project has initiated or completed over 400 BMPs including stormwater retention ponds, sand filters, pervious pavement, rain gardens and curb cuts to swales that have resulted in the removal of 3,738 acres of impervious surface. As of September 2024, the project has achieved a reduction in 75,000 pounds of nitrogen, 15,000 pounds of phosphorus, and over 9,000,000 pounds of sediment. The project’s unique partnership and local operational approach provides a model for other jurisdictions who seek to optimize their stormwater management implementation. | 2023 | Water Resource Recovery Facility Upgrades | The City of Saco’s aging water resource recovery facility struggled to maintain treatment during high tides and had combined sewer overflow (CSO) events at their last remaining CSO outfall. To address this, the City decided to implement upgrades including raising portions of the site three feet above base flood elevation and converting one of the existing clarifiers to a storage tank to use in wet weather events. In addition to a new headworks and influent pump station, the upgrades also include a new biological wastewater treatment system, which will reduce nutrient levels in the effluent and increase the system’s treatment capacity. All these improvements are expected to greatly reduce discharges and increase resiliency during wet weather events. To arrive at the proposed solution, the City assembled a Community Resiliency Committee which included conservation agents, residents, business owners, and City staff to provide feedback during the design process. | 2022 | Wastewater Treatment Plant Rehab and Energy Savings Project | The City of Eloy is a small, rural community located halfway between Phoenix and Tucson. Over the last 40 years, Eloy’s economy has been largely transitioning from a vibrant agricultural hub to a more industrial and service sector economy, including automobile manufacturing. During this transition, the City’s domestic wastewater treatment plant infrastructure began to fail. Four of the five blowers for the WWTP’s aeration basins failed, and the fifth was reaching the end of its useful life. At the same time, increasing energy costs made the treatment of wastewater less and less economical. To solve this problem, Eloy sought CWSRF financing to replace the failed blowers with energy efficient turbo blowers; replace leaking blower piping, damaged conduit and wires, and the 22-year-old aeration basin control panel; and install solar energy generation systems at the WWTP. The $3.5 million loan for the project included $1.1 million in forgivable principal. Since project completion in September 2024, the upgrades have offset energy use by 138% at the headworks and 58% at the blower building. | 2022 | Route 2 - Phase II Collection System Extension & WWTP Upgrade | The Village of Barboursville had a wastewater treatment lagoon that was impacted by flooding from nearby rivers during flood events. The Village determined that the most feasible solution was to decommission the lagoon and regionalize its treatment services with a nearby community, thereby sharing the costs of upgrading the existing Pea Ridge system. The project not only connected 2,471 customers from the decommissioned lagoon to the new system, but it also eliminated 110 failing septic systems and 43 failing home aeration units that were along the conveyance system extension. The upgrades to the Pea Ridge PSD took into consideration future flood conditions and all proposed controls and basins were constructed above the 100-year flood elevation level. This project was split into three separate phases, allowing the CWSRF funds to be leveraged with funds from other entities and more competitive, manageable bids for the entire project. Additionally, the Village was able to secure $5,400,000 in principal forgiveness out of its CWSRF loan of $39,442,493. | 2022 | Ripley Wastewater Treatment Plant | The City of Ripley is upgrading its existing wastewater treatment and collection systems to address years of regulatory compliance issues and treatment capacity constraints in accordance with consent orders and administrative orders received by the facility. The existing treatment lagoons were hydraulically overloaded and not able to meet current effluent quality standards on Mill Creek, a perennial tributary of the Ohio River. The lagoons will be replaced with a sequencing batch reactor (SBR) plant, which will allow Ripley to add additional treatment trains in the future to accommodate any increases in flow. Once the lagoons are decommissioned and all sludge has been removed, the area will be graded and re-vegetated for future beneficial use by the City of Ripley. As a direct result of this project, two small, rural communities with decades-long failing wastewater lagoons will have clean safe wastewater services. The elimination of the failing lagoons will benefit Mill Creek and the Ohio River by reducing the amount of fecal coliform and iron entering the stream. The project includes mitigation measures to protect system components from potential flood damage since portions of the project are located within the 100- year floodplain. The total cost of the project exceeds $31 million, a substantial capital investment for a utility that serves approximately 2,260 customers. | 2022 | US 50 Sanitary Sewer Improvements Phase 6 & 7 | Athens County, Ohio, partnered with the City of Athens to develop a regional solution to meet the area’s wastewater needs. The City will receive and treat the sewage collected and pumped from the surrounding unsewered areas in the County. The area served by this project is part of Ohio’s Appalachia region, which is characterized by a lack of financial and infrastructure resources. Many of the residents served by the new regional sewer system have aging and failing household sewage treatment systems, which cannot be upgraded due to technical and affordability limitations. The Phase 6 & 7 sewer improvement project is designed to serve approximately 1,280 users through the regional sewer system. The proposed service area was divided into project phases to make the County’s sewer installation work more manageable and to maximize opportunities for securing grant and SRF loan funding. To help ensure that the proposed sewer system could be affordably implemented for the area’s many lower income residents, Athens County secured $7.1 million in CWSRF funds ($4,000,000 in principal forgiveness and $3,097,500 as a 0% interest rate loan), $2.6 million in local American Rescue Plan Act funds, $750,000 in Community Development Block Grant money, and $500,000 in Appalachian Regional Commission grant dollars to pay for the $10.9 million project. This combination of funding has helped make the new sewers and central wastewater treatment affordable for residents. This project eliminates potential health threats associated with failing household sewage treatment systems and restores and protects water quality in area streams and rivers. | 2022 | Subaqueous Sanitary Sewer Projecct | The Town of Lake Lure, North Carolina, was experiencing maintenance and operational challenges with its 100-year-old collection system. The outdated design of the collection system meant that the main sewer line is located in the center of the lake ’ Lake Lure ’ and manholes were fitted with flushing valves to assist in flushing solids. The outdated design posed future emergency risks for the Town, as most of the collection system was inaccessible for repairs. Also, flushing of the system resulted in infiltration and inflow that hindered treatment of the wastewater and contributed to violations of the Town’s wastewater permit effluent limits. The Town received a CWSRF loan of $19,580,261 to help pay for the removal of the existing sewer out of the center of the lake and the installation of a new sewer/forcemain in a different location. The Town also is planning to relocate its wastewater treatment plant (WWTP) from its current location in the floodway to an area with a lower flood-risk. Lake Lure recently experienced catastrophic flooding from Tropical Storm Helene and the existing pump station was flooded along with the WWTP. Utilizing a $26 million loan from the New Mexico Environment Department, this project will construct a new WRRF facility. This new facility will optimize facility design for functionality, capital, and operation and maintenance cost. The project employs technologies that reclaim wastewater and reduce the demands on potable water resources by generating a reusable end product while utilizing means that minimize electricity demand, reduce stormwater pollution, and minimize manpower. | 2022 | City of Jasonville Wastewater Improvements Project | Within Clay County, Indiana, the unincorporated community of Coalmont faced environmental and public health issues resulting from failing septic systems and direct discharge of residential wastewater to local roadside ditches. Since December 2022, the Clay County Commissioners have worked to address nonpoint source pollution in the Coalmont area. This project received $9.5 million in CWSRF funding to expand nearby Jasonville’s wastewater facilities and provide connections to the Coalmont community, located north of Jasonville and Shakamak State Park wastewater treatment facility. This project eliminates up to 131 failing septic systems and CWSRF savings avoided raising rates for the community. Reduced nutrient and pathogen loading to two impaired waterways on the 303(d)-list will improve water quality and provide safe access to activities like swimming, fishing, and boating in the nearby Shakamak State Park. The project incorporates innovative climate mitigation approaches in its design. | 2022 | Wastewater System Improvements | The City of Bluffton collaborated with the Indiana SRF program and Wells County to finance a regionalization project that merged Wells County Regional Sewer District with Bluffton’s collection system and wastewater treatment plant. The system merge eliminated 35 failing septic systems, reduced inflow and infiltration, and optimized Bluffton’s utility operations. By pursuing a system partnership, as opposed to constructing a new wastewater treatment plant, both partners were able to save money and improve services for their customers. To finance this regionalization project, Bluffton worked closely with the Indiana SRF to develop an innovation financing package that combined federal, state, and local resources. The Indiana Finance Authority (IFA) purchased $12.7 million in wastewater bonds from the City of Bluffton, which were offered through the IFA’s extended term program at a 35-year period and a 2.50% interest rate. As the project impacted disadvantaged communities, IFA also awarded Bluffton a State Water Infrastructure Fund Grant to mitigate the user rate impact. | 2022 | Lewes Donovan Smith Manufactured Home Park | Donovan Smith Manufactured Home Park (MHP) is a low-income community located outside the city limits of Lewes, Delaware. The community utilized an outdated gravity sewer collection system that was not performing well. Sanitary sewage was collected into several on-site holding tanks, which had to be pumped out several times per week for off-site disposal. The MHP received a CWSRF loan of $2,742,146 for the elimination of the outdated onsite sewage treatment system and installation of a gravity sewer system, connecting the MHP to central sewer. These improvements will help prevent excess nutrients from entering the Broadkill River Watershed and meet the existing Total Maximum Daily Load (TMDL) limits for nitrogen, phosphorus, and enterococcus bacteria. Receiving 100% principal forgiveness on the loan allowed the community to avoid dramatically increasing rent paid by residents. The community also received over $2.8 million from the Drinking Water State Revolving Fund (DWSRF) program to install a new central drinking water system.

| 2022 | Springdale Water & Sewer Commission | The City of Bethel Heights operated two wastewater treatment plants that were outdated and no longer working effectively. The system was out of compliance and the community faced environmental and public health risks. Raw sewage overflowed into homeowners’ yards and into community parks and playgrounds. The City of Bethel Heights was under a Department of Environmental Quality consent administrative order and owed fines, so they needed to develop a solution. After much consideration, Bethel Heights decided to partner with the nearby City of Springdale and regionalize with their wastewater treatment systems. This would allow Bethel Heights to abandon its aging wastewater treatment system, and Springdale would absorb the wastewater flows from Bethel Heights. The City of Springdale received $2 million from the CWSRF, with $1 million in principal forgiveness, to construct approximately 6,000 linear feet of sanitary gravity sewer main. This will convey existing flows from Bethel Heights to Springdale Water Utilities wastewater collection system. | 2022 | East County Advanced Water Purification Project | The East County Advanced Water Purification Project is a potable reuse project in East San Diego County, California that will treat wastewater from the service area of the Padre Dam Municipal Water District, the majority of the City of El Cajon, and three unincorporated areas of San Diego County (Alpine, Lakeside, and Winter Gardens). The project will include construction of an advanced water purification facility to provide full advanced treatment (FAT) to recycled water. FAT includes four highly advanced water purification steps (microfiltration, reverse osmosis, ultraviolet disinfection/advanced oxidation, and free chlorine disinfection) in conformance with California regulations. This project will generate up to 17,400 acre-feet per year of new drinking water supply by providing FAT to recycled water and conveying the treated water to Lake Jennings to help with surface water augmentation. This project will diversify East San Diego County’s water supply and reduce the region’s dependence on imported water by creating a new, local, sustainable, and drought-proof drinking water supply. | 2021 | Flippin Wastewater Treatment Plant | The City of Flippin, Arkansas, operates a wastewater treatment plant (WWTP) that discharges into the White River, a river of significant economic, recreational, and natural value that has been designated a National Blueway. The plant had been operating beyond hydraulic capacity, requiring operators to manipulate the treatment process to prevent biosolids from being discharged into the river. Operators were forced to choose between allowing effluent to exceed permit limitations or discharging untreated sludge. This project will use $4.1 million in CWSRF assistance to expand the capacity of the Flippin WWTP. The City will make upgrades to the WWTP including the installation of a new influent pump station, headworks, and a 0.3 MGD Sequential Batch Reactor (SBR). These improvements will enable the plant to effectively treat all the City’s sewage and bring the facility into compliance. There will no longer be spillovers of untreated sewage into the White River, improving water quality and protecting public health for downstream communities and businesses. | 2021 | Home Sewage Treatment System Program | Decentralized wastewater systems eligible for Clean Water State Revolving Fund (CWSRF) funding include individual onsite disposal systems such as septic systems and cluster systems. These wastewater treatment systems are used to collect, treat and disperse relatively small volumes of wastewater. The upgrade and replacement of publicly and privately owned decentralized systems is eligible for CWSRF assistance. Privately owned decentralized systems are eligible as nonpoint source projects (as defined in Section 319 of the Clean Water Act) if they are included in the state’s nonpoint source management plan. Many states that cannot lend directly to private entities, such as homeowners, have had success with CWSRF pass?through loans. In a pass-through loan, the CWSRF program provides financing to a local government entity, which in turn provides loans or grants to homeowners or other entities. Ohio’s Home Sewage Treatment System Program Ohio’s CWSRF program funded more decentralized projects under ARRA than any other state, providing over $3 million in ARRA funds to decentralized wastewater projects as part of its Home Sewage Treatment System (HSTS) program. This cost-share assistance program utilized ARRA CWSRF funds for the rehabilitation or replacement of failing onsite systems to homeowners whose household earnings do not exceed 200 percent of the federal poverty level. The purpose of the program is to make these improvements more affordable for low-income homeowners. The Ohio EPA made up to $5 million dollars in ARRA CWSRF funding available for this program, and over $3 million was provided to forty-four local government agencies, who in turn provided the funds to homeowners for onsite septic system repair or replacement. The projects funded under the HSTS program helped the state exceed the ARRA GPR requirement with over 22 percent of its ARRA grant directed towards GPR eligible projects. The Ohio CWSRF program entered into subsidized loan agreements that included ARRA and other federal and state funds with counties, municipalities and water/sewer districts. Funds were provided as loan funds in an amount equaling 75 percent of the cost of the improvements; the entire loan amount was forgiven at project completion. The remaining 25 percent of project costs were the homeowner’s responsibility. Local government agencies partnered with local health districts to solicit, evaluate, and select local applicants with failing onsite systems in need of repair or replacement. Local health districts were responsible for conducting reviews of proposed system designs and performing site inspections to ensure system installation was compliant with local and state rules as well as with ARRA requirements. Once the local health district reviewed and approved the completion of the rehabilitation or replacement work and made sure all program requirements were met, local government agencies could submit invoices that documented costs incurred for individual HSTS projects to the Ohio CWSRF program for reimbursement. ARRA funds in an amount equaling 75 percent of the eligible system improvement costs were then disbursed to the local government agency, who submitted payment directly to the HSTS installer. Local government agencies were responsible for implementing signed agreements between themselves, the system owner, and contractors hired for system design or installation. Agreements detailed the terms and conditions of receipt of the ARRA funds, including Buy American and Davis-Bacon provisions, and other requirements, such as permission to enter the property, documentation of payment of the homeowner’s 25 percent cost share, agreement to obtain an operation permit as locally required, and any maintenance or service contracts required for the installed system for the life of the system. Ohio’s HSTS program used state and local partnerships in a creative way to ensure ARRA funds were directed to projects that addressed the state’s water quality priorities and could be implemented quickly. Post-ARRA, Ohio has continued to direct CWSRF funds to the HSTS program. Loans with principal forgiveness are awarded to local government agencies on a first-come, first-serve basis. The savings are passed on to homeowners to help make these needed improvements more affordable. The amount of principal forgiveness provided is based on household size and income. Both the FY 2010 and 2011 EPA appropriation bills included the Green Project Reserve requirement, and decentralized wastewater treatment projects continue to be eligible for the GPR under the environmentally innovative category. | 2021 | Bluffview Wastewater Treatment Facility Upgrade | The Bluffview Wastewater Treatment Facility, located in south central Wisconsin, was built to treat wastewater from the Badger Army Ammunition Plant. This military industrial installation was constructed in 1942 to support efforts in World War II and later the Korean War and Vietnam War. Original housing built for the Army has been converted to multi-unit housing for the community and now has a population of approximately 700 people. The Bluffview Sanitary District provides wastewater service for this community, which has a low median household income. In 2016, the Army transferred ownership of the treatment facility to the Bluffview Sanitary District. At the time of property transfer, the facility was not able to meet the discharge permit limitations for total nitrogen. In order to meet the total nitrogen limit, the District implemented a $4.3 million facility upgrade. The District qualified for hardship assistance and received $2.3 million in CWSRF loan forgiveness and received a Community Development Block Grant for $500,000 to make the project affordable for its users. Facility upgrades included the construction of a moving bed biofilm reactor, a groundwater disposal system, a pressure distribution drainfield system, an effluent pump station, a potable well, and additional improvements. The treated effluent is now discharged to a newly installed groundwater distribution system with groundwater monitoring wells. | 2021 | Coalwood Sewer Project- Phase 1 | Challenges such as declining population, low income, and mountainous terrain have made traditional sewer extensions infeasible in the community of Coalwood in McDowell County, West Virginia. Residential sewage had been either treated by individual septic tanks or discharged directly to Clear Fork, a tributary of the Guyandotte River. Previous projects that proposed a single system to serve the Coalwood area were turned down due to high operation costs for multiple pump stations. The McDowell County Public Service District’s (PSD) Coalwood Sewer Project marks the district’s first foray in becoming a sewer utility. The McDowell County PSD pursued a creative solution to split the residents into different collection systems and wastewater treatment plants. This approach removed the need for multiple lift stations and deep interceptor sewers. The first phase of the project will install a decentralized collection system and a 17,500 gallon per day moving bed bioreactor wastewater treatment plant to serve 72 residents in the geographically remote area. Future phases will provide adequate treatment for an additional 137 residences, eliminating direct sewage discharges and failing septic tanks in Coalwood. Additionally, the PSD partnered with the nearby City of Welch, West Virginia, to provide sludge processing for Coalwood. This partnership removed the cost of adding sludge processing to the project and significantly reduced future trucking costs for sludge disposal. The PSD leveraged a $1.2 million CWSRF loan with 100% principal forgiveness for decentralized systems in conjunction with a U.S. Department of Housing and Urban Development Community Development Block Grant and a West Virginia Infrastructure and Jobs Development Council Grant. | 2021 | Southwest Virginia Pilot Program, Max Meadows Collection System Improvements | Wythe County is part of a cohort that participated in the Virginia Clean Water Revolving Loan Fund’s Southwest Virginia Pilot Program. Significant population loss and a depressed economy ’ due to the decades-long decline of the coal industry in Southwest Virginia ’ present a challenge to communities who need to invest in water infrastructure. Wythe County needs to address ongoing issues with sanitary sewer overflows (SSOs) and hydraulic overloads at wastewater treatment plants exacerbated by more frequent extreme rainfall events associated with climate change. The area’s wastewater systems were designed and constructed to serve and be maintained by a much larger population. As a result, communities in this area of the state need financial assistance to make needed repairs efficiently and affordably. To address these challenges, in 2019, the Virginia Clean Water Revolving Loan Fund launched a pilot program to identify priority repairs with a focus on asset management. The program funded Sanitary Sewer Evaluation Studies with up to 75% principal forgiveness. Following the completion of the report, the participants in the program worked with Virginia CWSRF program staff to submit an application to complete the needed repairs, with the construction portion of the program incentivized by up to 75% principal forgiveness. | 2021 | Agriculture Best Managemetn Practices | Garber Farms, a picturesque cattle farm located in Augusta County, Virginia, was experiencing significant over-grazing alongside a nearby stream that created severe streambank erosion. The stream that runs through the farm is a tributary to the Middle River, part of the Potomac River watershed in the Shenandoah Valley, and discharges to the Chesapeake Bay. Direct livestock access to the stream resulted in high bacterial and nutrient loads from livestock manure deposited in the stream. To address these water quality issues, the producer worked with the Headwaters Soil and Water Conservation District (SWCD) to draft a land management plan that incorporates new grazing practices and includes a riparian buffer along the Farm’s stream. The Farm was eligible to receive funding from the Virginia Department of Conservation and Recreation (DCR) Agricultural Best Management Practices (BMP) Cost Share program (VACS). They also applied for a water quality grant for the installation of agricultural BMPs from the DuPont Natural Resource Damage Assessment and Restoration Settlement. Garber Farms received commitments from the VACS program and DuPont Settlement, covering the cost of the project. However, the Farm needed to provide funding up-front to construct the project, as grant funding would be received after project completion. This led the Farm to seek out a loan to cover these up-front expenses. The newly relaunched Agricultural BMP Loan program, part of the Virginia Department of Environmental Quality’s CWSRF, was able to provide a no-interest loan of nearly $230,000 to Garber Farms for the full project cost. Thanks to CWSRF loan financing, this project installed over 5 miles of stream exclusion fencing, over 2 miles of water lines, 11 watering troughs, and created 77 acres of riparian buffers. These installments remove an estimated 3,481 pounds of total phosphorus annually at a cost of approximately $66 per pound. | 2021 | Wyoming Valley Sanitary Authority 2021 ProFi MS4 Stormwater Projects | In Luzerne County, Pennsylvania, 31 municipalities partnered with the Wyoming Valley Sanitary Authority to address pollutant reduction goals for sediments and nutrients (nitrogen and phosphorus) in the Authority’s MS4 Regional Chesapeake Bay Pollutant Reduction Plan. In lieu of each municipality developing and implementing their own individual plan to address pollution in the Chesapeake Bay, they regionalized and developed a comprehensive plan, then partnered with an existing sewer and water authority to implement it. The Wyoming Valley Sanitary Authority received $12.9 million in CWRSF financing to implement green infrastructure and hydromodification projects from the comprehensive regional pollutant reduction plan. This programmatic financing arrangement allowed the Authority to implement several projects, which are broken down into three phases, with just one CWSRF application and loan. On behalf of the partnering municipalities, the Authority has restored over 16,000 feet of creek, constructed two rain gardens, and restored three existing stormwater basins totaling over 18 acres. These projects will result in a load reduction of 1,036,759 lbs of sediment, 145,619 lbs of nitrogen, and 228,944 lbs of phosphorus annually.

| 2021 | Guard the Grand, On-Site Wastewater (Septic) Repair/Replace Program | As part of the Guard the Grand Septic Repair/Replace Program, the Grand River Dam Authority (GRDA) partnered with the Oklahoma Conservation Commission (OCC) and the Oklahoma Department of Environmental Quality (ODEQ) to offer septic system repair or replacement assistance to homeowners in Oklahoma’s Grand Lake and Lake Hudson watersheds. This septic program was created to address private septic issues that can cause sewage backup either at private residences or above the ground. It was funded through an agreement with OCC and Oklahoma Water Resources Board (OWRB) in partnership with ODEQ. OCC’s financial contribution of $50,000 was merged with GRDA’s CWSRF pass-through dollars of $100,000 in principal forgiveness from OWRB. Several private septic systems were identified as sewage discharge contributors within Oklahoma’s Grand Lake and Lake Hudson watersheds. This year’s pilot project focused on getting interested homeowners to apply for assistance, as well as implementing a marketing and outreach campaign to educate and increase awareness of the environmental issues created by failing private septic systems. As an indication of early success, one homeowners’ group, consisting of thirty-five homes with private septic systems which sit directly on one of the lakes, is interested in connecting to a regional public wastewater treatment plant. | 2021 | STEP Collection System Dupont-Cloverdale Wastewater Plant | The neighboring northwest Ohio communities of Dupont and Cloverdale suffered from failing home sewage treatment systems and required significant financial assistance to make the necessary upgrades affordable for their combined 460 residents. This project eliminated 186 failing or compromised home sewage treatment systems by constructing a regional wastewater treatment plant between Dupont and Cloverdale and individual septic tank effluent pump collection systems in each community. By coordinating together to propose a regionalization project, the communities were able to develop a financing package that qualified them for the Ohio SRF’s Water Pollution Control Loan Fund (WPCLF) principal forgiveness and grant funding. | 2021 | Roosevelt County Fairgrounds Stormwater | In Roosevelt County, New Mexico, stormwater runoff from the county fairgrounds impacted local residents, New Mexico Department of Agriculture facilities, the New Mexico State University Extension Office, and the Hampton Farms peanut shelling facility. One of the county’s largest employers, Hampton Farms, experienced the significant flooding of their facility during rain events. Numerous issues caused by the flooding were cited by the U.S. Food and Drug Administration and made addressing stormwater management a priority for the County. Roosevelt County contracted engineering services and determined that the best solution was to construct three retention ponds and underground drainage to control the fairground’s stormwater runoff to eliminate flooding at the fairgrounds and nearby structures. | 2021 | City of Santa Fe River Repair and Bank Stabilization Project | The Santa Fe River flows when water is released by the City from two upstream reservoirs and from rain events and snow melt. In 2018, when historic flooding struck, the stormwater degraded riverbanks, allowing agricultural runoff pollution and trash to enter the water system. Post-flood water sampling identified E. coli; elevated levels of aluminum, total nitrogen, total phosphorus; and heavy sediment loading. The City responded to this catastrophic event by applying for $4.2 million in CWSRF funding to restore the damaged river utilizing green infrastructure principles and soft engineering. This project will help protect public health and restore and reinvigorate local ecosystems. | 2021 | Laconia Elm Street and Northern Lakeport Sewer Replacement | The historic neighborhood of Lakeport, in Laconia, New Hampshire, needed to replace its 100-year-old collection system, which was deteriorating due to infiltration and collapsing of its small clay pipes. With the help of an SRF planning grant, the City completed a study of the Lakeport sewer system and inputted the data collected into an Asset Management Plan. The Asset Management Plan became the primary resource to request additional capital funds to rehabilitate, replace, and properly maintain the sewer collection system. After completing the Plan, the City determined that replacement was the best solution to address the capacity and reliability problems facing the Lakeport sewer system. Based on the size and age of the pipes, they replaced the mains with 8-inch PVC sewer mains and installed new service laterals in lieu of lining and point repairs. The larger diameter system will provide benefits to the growing community by increasing capacity and reliability while reducing infiltration and potential overflows into the adjacent Paugus Bay, which serves as the City’s drinking water supply. As part of its planning and outreach efforts, the City’s Department of Public Works sought stakeholder input from residents, businesses, the City Council, and other City Departments. To initiate the design and construction of the sewer replacement project, the City received a CWSRF loan for $4,059,527. By securing this loan, the City was then able to leverage additional funding through an American Rescue Plan Act grant. | 2021 | Perryville Southeast Wastewater Treatment Plant Improvements | The City of Perryville’s aging infrastructure limited its ability to continue meeting permit effluent limits. To address these concerns, the City garnered support from the community to invest in new wastewater treatment improvements to increase the design flow from 1.8 to 2.5 million gallons per day (MGD) and enhance the treatment capabilities, including those for nutrients and metals. The treatment plant’s design increased flexibility in handling flow variations with changing weather patterns. The new components included a new three-channel oxidation ditch, a new influent pump station, headworks, clarifiers, a return activated sludge pump station, two tertiary disc filters, and an ultraviolet disinfection system. A $27 million CWSRF loan and the chosen Progressive Design-Build construction delivery approach helped expedite the project timeline. Water quality was a key factor in the new treatment plant design and studies were used to help refine the effluent discharge limits for metals. The receiving stream, Cinque Hommes Creek, is a tributary to the Mississippi River, so nutrient levels and downstream impact on Gulf Hypoxia were a factor. | 2021 | Mississippi River Reintroduction in Bayou Lafourche Project | The Bayou Lafourche has been largely disconnected from the Mississippi River at Donaldsonville, Louisiana for almost 120 years by a dam and subsequent levee improvements. These alterations reduced the freshwater flows to area marshes, and saltwater intrusion severely impaired drinking water quality. To help maximize freshwater conveyance down Bayou Lafourche from the Mississippi River, the Bayou Lafourche Fresh Water District (BLFWD) and EPA introduced the concept of the Mississippi River Reintroduction into Bayou Lafourche Project in the early 1990s. The Bayou Lafourche Fresh Water District proposes constructing a new pump station in the Mississippi River to reintroduce freshwater into the Bayou Lafourche and to dredge an area to create a sediment trap to prevent excess sediments from traveling downstream. This will minimize saltwater intrusion and protect the potable water supply for residents along Bayou Lafourche. A new pump station will have the capacity to convey up to 1,500 cubic feet per second (cfs) of freshwater into Bayou Lafourche from the Mississippi River, whose current capacity is only about 200 cfs. Nearly 300,000 people rely upon Bayou Lafourche for their potable water supply, and the additional fresh water supply from this project is critical to the businesses and residents in local parishes. The project is funded in conjunction with Coastal Protection and Restoration Authority’s (CPRA) GoMesa Funds. Without the SRF, CPRA funds were limited to what they could provide. BLFWD was able to leverage the SRF program to get more money allocated over a 20-year period from the CPRA to fund this project. | 2021 | Rock Creek Stream Bank Stabilization | In May of 2019, storm events in the Westmoreland Rock Creek Watershed produced approximately 8-12 inches of rain. This event resulted in flooding and erosion of Rock Creek’s streambank to within 20 feet of the City of Westmoreland’s wastewater lagoon site, which is adjacent the Creek. To protect its wastewater lagoon facilities and prevent further erosion in the Creek, the City developed a streambank reinforcement and nonpoint source sedimentation plan. The City collaborated with the Natural Resource Conservation Service, which designed the Rock Creek Stream Bank Stabilization project and gave the City a $200,000 grant for the project. The Kansas Water Pollution Control Revolving Fund provided an additional $67,000 in financing for the remaining project costs. The project removed debris and stabilized the Creek’s streambank where previous erosion threatened the wastewater lagoon site. Rock riprap, earth fill, and geotextile materials were placed along the streambank to stabilize it to prevent further erosion. | 2021 | ReHarvest Pay for Success | The Soil and Water Outcomes Fund was established by ReHarvest Partners, a partnership created by Quantified Ventures and the Iowa Soybean Association. The Iowa CWSRF invested $7.5 million in ReHarvest Partners, which administers the Fund with AgOutcomes (a subsidiary of the Iowa Soybean Association). Iowa’s CWSRF investment, for 16 years at 2 percent interest, will allow ReHarvest to sign up 85,000 acres in priority Iowa watersheds in 2021, with payments to farmers between $20-$40 per acre. This partnership utilizes a ’pay for performance’ structure to incentivize farmers to implement new conservation practices that improve water quality and sequester carbon. Rather than pay farmers for implementation of the practice, farmers are paid for the verified environmental outcomes these practices produce. The carbon and nutrients captured by these practices (utilizing no-till farming and planting cover crops) are verified, and the credits are then sold to a variety of private and public customers. By earning slightly more from selling the credits than what is paid to the landowners, the structure is self-sustaining, enabling not only the repayment of the CWSRF’s investment but a consistent source of funding that will perpetuate the program. This market driven approach will allow increasingly more acres to be enrolled each year with a corresponding improvement in water quality from the reduction in nutrient runoff. These significant environmental benefits will be achieved without any state or federal appropriations.

| 2021 | Apache Pine Phase 1 | The White Mountain Apache Housing Authority (WMAHA), located in East Central Arizona on the Fort Apache Indian Reservation, received CWSRF financing to address a housing shortage in its community. The project consisted of constructing wastewater services for a new development of 38 homes that had previously been blocked due to lack of sewer, water, and utility services. Connecting the community to the existing distribution and collection systems will eliminate the need for septic tanks, while creating additional housing in the overcrowded area. The nearby Hon-Dah Regional Wastewater Treatment Facility will treat all wastewater from the newly developed subdivision. Additional homes will reduce overcrowding in the area, decrease the housing waitlist on the Reservation, improve public health, and improve the community’s socioeconomic status. | 2021 | Mountain Point I & I Study | The Mountain Point Wastewater collection system in the Ketchikan Gateway Borough, which also serves the Native Village of Saxman, was facing inflow and infiltration issues. Through a $100,000 CWSRF loan and a $75,000 Sustainable Infrastructure Planning Project (SIPP) loan from the State of Alaska, the Village of Saxman, in partnership with the Ketchikan Gateway Borough, will work to identify problem areas in the system and develop a plan that outlines potential solutions. The plan will present a summary of deficiencies and findings and a capital projects list that includes planning documents and cost estimates. This study of the system’s inflow and infiltration issues is a prime example of the intended use of a SIPP loan and, once completed, should lead to a capital construction project. The Ketchikan Gateway Borough will benefit from this system partnership by rectifying Saxman’s sewer collection system issues, which in turn will reduce the stress it will have on the Mountain Point WWTP. | 2020 | Wastewater Treatment and Collection System in Bergoo | The Webster Springs Public Service District received over $2.8 million from the CWSRF to construct a public wastewater collection system and a new decentralized wastewater treatment plant to serve approximately 61 customers. Prior to receiving CWSRF assistance, the community of Bergoo used a rudimentary wastewater collection system, septic tanks, and direct discharges into Leatherwood Creek and the Elk River. These approaches were impairing the Creek and affecting the drinking water, as well as the surface water, in the area. This project will reduce the fecal matter in the stream by eliminating direct discharges and failing septic systems. Since water in the area is provided through private wells that are influenced by surface water, this project will also significantly improve drinking water quality for the community. Through the structure of the CWSRF’s partnership with the West Virginia Infrastructure and Jobs Development Council, this decentralized project was financed through 100 percent principal forgiveness and grants. | 2020 | Hampton Roads Sanitation District Programmatic Loan | The Hampton Roads Sanitation District (HSRD) has $1.1 billion in system repairs and improvements to be completed by 2040 in response to a Consent Decree to reduce sanitary sewer overflows in its service area. HRSD needs a flexible financing partner to implement its adaptive management approach and meet its goal to prioritize the greatest public health and community benefits for public dollars invested. Virginia’s Clean Water Revolving Loan Fund (VCWRLF) worked in collaboration with HRSD and the Virginia Resources Authority (VRA) to create a programmatic agreement that uses a $100 million loan to pay for 48 individual projects across 18 localities, thereby creating a consistent source of funding and flexibility to the sub-projects, while protecting HSRD from fluctuations in the bond market. Because of this programmatic loan, a considerable amount of time has been saved and many legal fees have been avoided, while locking in a low interest rate of 1.15% that will result in savings of $32.8 million. A tracking tool co-managed and continually updated by HRSD and VCWRLF ensures individual projects are not receiving reimbursement for expenses unless program requirements are met. The tool has also helped monitor the draw-down of the loan to balance planning and design expenses with construction expenses. In addition, one project in the loan is co-funded with a federal Water Infrastructure Finance and Innovation Act programmatic loan, which has allowed HRSD to achieve the lowest capital cost for that program. | 2020 | Biosolids Reuse ’ Using Design-Build Alternative Delivery Method | The City of Fort Worth received $62.8 million in CWSRF assistance to increase the marketability of the biosolids produced from its wastewater treatment plant. Biosolids, an organic matter recycled from treated sewage, can be land-applied to farmland in North Central Texas. To increase the marketability of this product, the city constructed a new biosolids reuse processing facility at the Village Creek Water Reclamation Plant using improved technology. To address water quality, increase resiliency, and protect public health, Cedar Park Bayou Utility District decided to remove the existing WWTP and lift station, replacing the two facilities with one lift station and consolidating wastewater treatment with the City of Baytown. The City of Baytown accepted the additional flows within their collection system for treatment at their WWTP. It also removed an outfall into Cedar Bayou, which lessened the chance of raw sewage discharges during flood events. | 2020 | Tea Sanitary Sewer Regionalization | The City of Tea is a growing community adjacent to Sioux Falls, the largest city in South Dakota. Given the growth seen over the last decade and anticipated future growth, Tea’s existing facultative lagoon system would no longer have adequate treatment capacity or be able to meet permit requirements. Building additional treatment capacity would be an expensive undertaking due to upfront capital costs along with long-term operation and maintenance costs. Instead, the City of Tea and Sioux Falls collaborated on a regionalization agreement wherein Tea wastewater users buy into the excess capacity within Sioux Falls’ wastewater collection and treatment system through the payment of a system development charge (SDC). This arrangement will help offset future capital costs for Sioux Falls, reduce longterm costs for Tea residents, and reduce the number of permitted discharge facilities. The creation of the SDC payment framework allowed the City of Tea to seek $12,825,000 in funding from the CWSRF program. Part of the CWSRF funds were used to pay for existing Tea users’ SDC payment.
