Health-based Violations of maximum contaminant levels (MCLs) or maximum residual disinfectant levels (MRDLs), which specify the highest concentrations of contaminants or disinfectants, respectively, allowed in drinking water; or of treatment technique (TT) rules, which specify required processes intended to reduce the amounts of contaminants in drinking water. MCLs, MRDLs, and treatment technique rules are all health-based drinking water standards.
Maximum Contaminant Level or MCL The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
Treatment Technique A required process intended to reduce the level of a contaminant in drinking water.
Maximum residual disinfectant level or MRDL The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Monitoring & reporting Failure to conduct regular monitoring of drinking water quality, as required by SDWA, or to submit monitoring results in a timely fashion to the primacy agency or EPA.
Public notification & other Failure to provide notification to the public as required by the Violations of Public Notification Rule and the Consumer Confidence Report Rule, and violations of other requirements such as those violations related to variances and exemptions.

The PHN must be mailed to all Village of Skaneateles customers and placed in the newspaper by January 9, 2010. Please complete the Certification of Public Notification Requirements form and return it along with a Post Office receipt and a copy of the PHN as it appeared in the newspaper within 10 days.

Two routine samples were taken on October 10, 2007 to test for the presence of Coliform bacteria. Both samples showed the presence of Total Coliform bacteria. Five of the eight follow-up samples taken on October 15, 2007 were also positive for Total Coliform bacteria. The standard is that no more than one of the samples may be positive in any month. The distribution system was flushed. Eight additional follow-up samples were taken on October 17, 2007. No Coliforms were detected in the follow-up samples. We did not find any E. coli, and further Coliform testing shows that this problem has been resolved.

During this period, the turbidity reached a maximum level of 6.0 NTU. Heavy rainfall and wind on January 17, 2006 increased turbidity in Skaneateles Lake. Intake No. 2 was closed that afternoon. However, the turbidity reading for Intake No. 1 spiked to 6.0 NTU early the following morning. This increased turbidity may have been noticed in portions of the following areas: Elbridge, Jordan, Westhill Water District and individual conduit customers. The high turbidity did not affect the Village of Skaneateles, Town of Skaneateles or Hartlot WD. The high turbidity did not enter the City of Syracuse water distribution system.
